CLARENCE M. KELLEY YOUTH CENTER
The Clarence M.KELLEY Youth Center(CMKYC) is housed in the former Shawnee County Youth Center at 2600 SE 23rd St., Topeka, KS. Clarence M.KELLEYDetention Services, Inc., purchased the building from Shawnee County in early 1999 and after extensive repairs and renovations are completed, will open its doors for business with an anticipated starting date of July 1, 1999 and a projected population of 25 residents.
"DETENTION WITH A PURPOSE"
The philosophy at both the Clarence M. KELLEY Youth Center and the Forbes Juvenile Attention Center is "Detention With a Purpose." The KELLEY Youth Center emphasizes a program structure which allows for a variety of rehabilitation services for detained youth. This ensures that their time at the Center, approximately 4-5 weeks, is not "dead" time. These programs also help staff in managing residents' behavior during their period of confinement. A contingent of full-time teachers and part-time paraprofessionals provide mandatory secondary education through USD 501 School District.
The administration and staff at the Kelley Youth Center strive to provide "excellent detention services" by professionally trained staff for those agencies which have entrusted us with the secure care of their juvenile offenders. We will provide a safe, secure and clean environment for those youth committed to our care, while also providing them with access to certain programs, persons and organizations which may be of some rehabilitative benefit to them.
Using Quality Management principles to serve the "customers" of detention services, the administration at Forbes has developed Performance Measures for each major function area as well as for the youth "consumers". This procedure ensures that our mission to provide "excellent detention services" is being met.
